Baxter is quietly building for the next chapter of lake living, and three projects show the direction. Liberty Village is a planned 31-home single-family development for active adults and retirees, Timber Ridge of Baxter brings an 80-unit assisted living and memory care community, and Gracewin, a 55-plus cooperative, has been open since 2023. Together they give empty nesters and retirees real options in a town that already has the shopping, healthcare, and highway access of a regional hub.

What Is Liberty Village?

Liberty Village is a planned 31-home single-family development targeting active adults and retirees, sited at the corner of Excelsior Road and Grand Oaks Drive in Baxter. It was announced in December 2025, with an anticipated completion in fall 2027. For downsizers who want a low-maintenance home without leaving the lakes area, this is exactly the kind of product that has been scarce here.

What Is Timber Ridge of Baxter?

Timber Ridge of Baxter is an 80-unit assisted living and memory care community proposed by Trident Development of St. Cloud. The Baxter Planning and Zoning Commission approved the project in February 2026, the city council added further approvals in April, and in June 2026 the council approved a tax-increment financing plan and development agreement. It adds a full-care option minutes from the conveniences of Highway 371.

What About Gracewin?

Gracewin Living Cooperative of Baxter is the ownership option: a 55-plus cooperative with 46 units at 7084 Glory Road that opened in the summer of 2023. Residents own their unit in a three-story building that includes indoor parking, hobby lounges, a rooftop terrace, a fire pit and grill patio, and a pickleball court. For empty nesters who want to keep equity and community, the cooperative model is worth understanding.

How Do These Projects Fit Baxter's Growth?

Baxter has been the most active housing market in the lakes area, with everything from apartments to single-family neighborhoods along the Highway 371 corridor. Adding active-adult and senior housing completes the picture: people can move to the lakes at 40, downsize at 60, and find care at 80 without leaving town. Healthcare keeps pace too, including the Essentia Health-St. Joseph's orthopedic center that opened in Baxter in November 2025.

What Does It Mean for Lake-Home Buyers and Sellers?

For buyers, this housing pipeline means the next chapter can stay close to the water. For sellers in the area, it means serious demand from downsizers who want to trade lake maintenance for convenience, and our selling guide covers how lake properties get positioned for that buyer. For anyone weighing a seasonal cabin against year-round living, our seasonal-versus-year-round guide walks through the tradeoffs. Our Baxter community guide has the fuller picture of the town.

The Bottom Line

Baxter is building for every stage of life, and the active-adult and senior projects are the newest piece of that story. If this is your season to downsize, relocate, or plan care for a parent, options like Liberty Village, Timber Ridge, and Gracewin are worth watching. Schedule a conversation about what the move could look like, or start with our buying guide. Cheers!
